Wind and Solar power intrinsically involve numerous technical disciplines, and consequently, the subject area transcends the scopes of many technical committees within the IEEE Power and Energy Society. For example,
• Wind generators include both rotating machines and power electronic converters. Solar sources are all power electronic sources.
• Both wind and solar plants are comprised of many small generating sources, connected to a medium-voltage collector system (similar to distribution feeders).
• Power electronic sources have different fault response characteristics that affect both protection systems and overall system stability response.
• Both wind and solar generation are variable resources, where the output varies over time and requires meteorological forecasting to predict output levels in advance for system operations.
• Wind and solar power plants may interconnect to the power system anywhere from behind the customer meter to the transmission system. They may exhibit features of load modification or generation.
Some examples of technical committees with scope that include certain aspects of wind and solar power are listed below:
Electric Machinery – electrical machines for wind turbine-generators
Analytic Methods for Power Systems – capacity value of wind and solar resources
Power System Relaying and Control – Fault current contributions from wind and solar resources, protection schemes
Transformers – Standard requirements for wind turbine generator transformers
Surge Protective Devices – Protection practices and guides for wind and solar facilities
Transmission and Distribution – Design of medium voltage collector systems, grid interconnection requirements, electro-transient modeling, grounding and safety
Power System Dynamic Performance – dynamic modeling and performance of wind and solar resources within an interconnected grid
Power System Operations, Planning and Economics – Dealing wind uncertainty and variability of wind and solar power output in overall system commitment and dispatch for reliable grid operation
Power System Planning and Implementation – Adapting traditional energy supply planning practices to account for variable wind and solar resources
Energy Development and Power Generation Committee – Renewable energy technologies, integration of renewable energy and distributed energy resources
Each of these committees has one or more subcommittees, working groups or task forces that address specific aspects of wind and solar power.
The role of the WSPCC is two-fold: 1) to coordinate the activities of these groups within PES to ensure that issues critical to the industry are being addressed while minimizing overlap in their activities, and 2) to ensure work done in IEEE PES on wind and solar power is also coordinated with other relevant industry groups such as AWEA, ESIG, NREL to mention a few. The WSPCC fulfills its responsibilities by providing a forum for the leaders of the many wind and solar groups within PES as well as from other industry groups to share progress of ongoing activities and to collaborate on plans to initiate new activities.
Since its creation in 2005, WSPCC has ensured that knowledge and information are shared by the various PES technical committees pursuing activities involving wind and solar power and that liaisons are maintained with important wind and solar groups outside of the PES.
